Digital learning in higher education depends on reliable networks, yet campus network evaluations in Indonesia usually stop at Quality of Service (QoS) categories without testing their effect on service access. This study evaluates how QoS parameters affect the reliability of access to digital learning services through a controlled emulation experiment. The testbed comprised a client, a packet-level network emulator, and an LMS-like server. Sixteen scenarios varying bandwidth, delay, jitter, and packet loss were each repeated 15 times (240 trials). Each trial measured QoS, LMS page loading (10-second limit), and a 2 MiB learning-material download (30-second limit). Data were analysed using descriptive statistics, Kruskal–Wallis tests, and Spearman correlation. Page access succeeded in 90.4% of trials and material downloads in 81.7%. Throughput correlated most strongly with download time (ρ = -0.95), followed by packet loss (ρ = 0.61). Packet loss of 8.5%, still rated "good" under TIPHON, slowed material downloads to a median of 17.3 seconds. A composite profile rated "good" caused 93.3% of downloads to fail. BBR congestion control at the server sustained download success at 15% packet loss, where CUBIC failed completely. The findings indicate that TIPHON categories alone do not guarantee reliable access to learning services. Campus administrators should adopt service-based thresholds, prioritise packet-loss control, and evaluate the TCP configuration of LMS servers.
